
Federally Funded Progams for Students, Teachers and Parents

Under Title I, the district is required to provide to eligible private school children, their teachers, and their families Title I services or other benefits that are equitable to those provided to eligible public school children, their teachers, and their families.
Private schools that are 501(c)(3), nonprofit organizations may complete an Intent to Participate Form to take part in private school services offered by the district. Community outreach letters are distributed via certified mail to all private schools in Hillsborough County in January of each year to participate the following school year.
Private School Services Offered by the District

Title I, Part A - Improving Basic Programs Operated by the school district
Title I, Part A provides supplementary instruction by public school teachers or through a third-party contractor to students who are educationally disadvantaged, most at risk of failing to meet high academic standards, and who live in participating Title I public school attendance areas. The parents and teachers of participating students may also receive benefits from Title I, Part A services. Hillsborough County Public Schools will provide services, pending eligible funding, from various federal grants to public and private schools meeting specific criteria for the school year. Private schools do not receive direct funding from these programs. Hillsborough County Public Schools acts as a fiscal agent for these funds.

Title II, Part A – Preparing, Training and Recruiting High Quality Teachers and Principals
The Teacher and Principal Training and Recruitment Fund is used to increase student academic achievement through strategies such as improving teacher and principal quality, and increasing the number of highly qualified teachers in the classroom, and highly qualified principals and assistant principals in schools. Professional development activities may include the following: training in the core content areas, training in instructional strategies and behavior management, training in data analysis and leadership training.

Title III, Part A – Language Instruction for Limited English Proficient and Immigrant Students
The language instruction for Limited English Proficient (LEP) and Immigrant Students Program provides funds for helping LEP students attain English proficiency and meet the same challenging state academic standards required of all students.

Title X, Part C- Homeless Education
The school district reserves funds to provide services to eligible homeless students in both Title I and non-Title I schools that are comparable to services provided to non-homeless student in Title I schools. Services provided should assist such children in meeting the states challenging academic content and academic achievement standards. The provisions apply to homeless students in public and private schools.

Carl D. Perkins Grant
The grant recipient shall consult with representatives of nonprofit private schools in the geographical area served by the recipient regarding participation in career and technical education programs and activities funded through the grant for students, teachers, and administrators in nonprofit private schools offering sequential programs of study for career and technical programs in secondary school.

Parentally Placed Private School Students (PPPSS)
Parentally Placed Private School Students (PPPSS) are students with disabilities enrolled in not-for-profit private schools. The Individuals with Disabilities Education Act (IDEA) requires that school districts expend a proportionate share of their IDEA grant on the provision of services to parentally placed private school students with disabilities.
Each year, Hillsborough County Public Schools (HCPS) consults with private school representatives and parents of parentally placed private school children regarding the provision of services and makes a final decision regarding the services provided to students at private schools.
